In the space of a few years, Saudi Arabia has introduced a dedicated Franchise Law, codified the Civil Transactions Law, rebuilt the Companies Law, enacted a Personal Data Protection Law, and established a mandatory national cybersecurity regime. Most of the rules that now define how business is done in the Kingdom did not exist in their current form a decade ago.
